Paper rulers you can print and cut out, drawn to exact scale. Choose inches, centimeters or both. Every sheet has a scale check box so you can confirm the ruler printed at true size before you use it.
Print at 100% (Actual size). Turn off "Fit to page", then check the printout against the scale check box on the sheet.

Download PDFPrint at 100%. In the print window, choose "Actual size" or set the scale to 100%. Do not use "Fit to page" or "Shrink to fit", which make the ruler a few percent too short.
Check the scale. Each sheet has a dashed box the size of a bank card or ID card (85.6 mm by 54 mm, the same in every country). Lay a card on the box. If the edges match, the ruler is accurate.
A US Letter page is 11 inches long, so a 12-inch ruler cannot fit in one piece. The 12-inch sheet prints it as two parts: cut both out and glue Part B over the grey tab on Part A so the 6-inch marks meet. The 10-inch / 25 cm ruler prints in one piece.
The left end of every ruler is zero, so once it is cut out you can measure from the end of the paper, the way most classroom rulers work. Cardstock makes a sturdier ruler than plain paper.
